three questions:

1. is it possible to buy a premium membership in the UK by phone?

2. if buying over the phone is not possible, is there anything i should be aware of with buying a premium membership in the UK through PayPal?

3. how much is a premium membership in pounds (uk)?

1. Sure you can buy a premium membership over the phone in the UK, you just dial the codes to connect you with america, and the apropriate numbers given.
2. Yes you should be aware that buying a premium membership through paypal in the uk will give you the cost in GBP (Great british pounds) if it knows you are paying $25 from a UK bank account or debit/credit card.

oh so there's no UK number i can call to get a premium membership! seems a little strange seeing as they've got a UK number for zbp.

You don't want much do you? to buy the premium membership by phone, I assume you have to speak to a real person, Zone by phone is a software based system so can potentially have access from anywhere if there is money to pay for it. It will cost you nothing to use paypal, so either buy it, or please stop whineing about what isn't available, you have enough options available to you.
